What do we call these “localized scratched wall” problem, & how to diagnose & resolve it?

Printer: It’s a hacked up JGAurora with a Creality K1 Max nozzle and direct drive Extruder, printing at 60mm/s and 300mm/s2 with 0.6 mm nozzle with Geetech PETG.

Background: Normally prints out of this heavily modified printer are fantastic. And very reliable output. Also this is not the first time I am seeing this exact problem. In my 4 years of 3D printing, I have seen this issue show up in many different printers, and it typically happens in certain models, and a certain corner of the part.

Notice that the rest of the part is pretty decent. Yes, maybe some stringing, because it’s a PETG with a 0.6mm nozzle. But still decent.

But then this scratched up corner shows up out of the blue. I never understood this. The standard calibrations all work wonderfully. I finally had to ask.

Model: I designed this in fusion 360, where I first designed this as a solid block and shelled it to 1.3mm shell, because with a 0.6 mm nozzle, sometimes doing an exact 1.2mm wall, causes some walls to be a single wall.

Research so far: Had a hard time finding this problem. Searching “peeled wall” / “scratched wall” shows whole different problems. It looks like severe under-extrusion on the outside wall, but only in 1 corner. Which makes no sense.
